Google Play Policy – Declared permissions and in-app disclosures

You may only request approvals that are necessary to carry out present features or services in your app.

When individual or sensitive user data is used by the app or sent out off the device for functions that are unclear to the user (like accessing area in the background), a prominent disclosure should be made.
